Meta App Retargeting Guide: Audiences, Events, Exclusions and Measurement

Build Meta app retargeting from app events or eligible customer lists, separate unconverted and lapsed users, set exclusions and measure incremental value.

App retargeting aims to bring back people who know the product but have not completed the desired action. This guide adapts Xiaowei's 2022 Facebook retargeting article. Its interface, 45–60-day window and account results are historical examples, not universal settings or promises.

Define whom to bring back and why

Choose lookback windows using the product cycle and reachable audience size, rather than copying an old account's 45–60 days.

App events or customer lists?

App events can define audiences by install, signup or purchase behavior. Use customer lists only with appropriate authorization and in compliance with applicable law, privacy requirements and platform policy. Minimize fields and do not use sensitive financial, health or other restricted attributes as a targeting shortcut. Review Meta's customer-list terms; financial-services campaigns may face additional restrictions. Uploaded and matched list sizes need not be identical.

Four checks before launch

  1. Verify app events and asset permissions.
  2. Create distinct stages and exclude users who completed the goal.
  3. Match creative and deep links to each stage.
  4. Set a budget, frequency and observation period, and record organic return.

MMPs can classify returning users as re-engagement or re-attribution rather than new installs. See AppsFlyer's retargeting attribution guide and our reconciliation guide.

Measure incremental value

Look beyond reported returns to audience size, reach, return cost, purchases or other business outcomes and downstream quality. Where practical, keep a non-contacted holdout group. The source author's account results cannot be generalized to another app. Check overlap with acquisition campaigns as well. For setup, use our Meta app ads checklist. FAQ

How many days should a retargeting audience include?

Test windows based on the product cycle, event volume and reachable size. The source's 45–60 days is an example, not a default.

What should I check before uploading a customer list?

Check user authorization, law, Meta policy, access controls and field minimization. Financial services may require additional policy checks.

Why do retargeting returns not equal new installs?

Existing users who reopen the app may count as re-engagement; users returning after uninstall may be re-attributed. The MMP reports them under configured categories.
